CORENET-X is BCA Singapore's next-generation digital submission platform — replacing the legacy CORENET system with BIM-based files, standardised digital signatures, and unified multi-agency review. It is mandatory for all Building Plan submissions from 1 October 2026.
The legacy CORENET system was a 2D PDF + DWG workflow with sequential, separate submissions to each agency. Under CORENET-X, the submission package is:
- BIM-based — IFC-format models with embedded metadata, replacing flat 2D drawings
- Multi-authority — single submission triggers parallel reviews by BCA, SCDF, NEA, URA, PUB, and other relevant agencies
- Digitally signed — all PE / QP endorsements use standardised digital signature certificates
- Auto-checked — geometric clash detection, spatial planning rules, and compliance pre-checks happen automatically before formal review
- Tracked in real time — applicant, QPs, and authorities all see the same dashboard with current submission status
For applicants, this changes how the submission is prepared — not whether a submission is required. The Building Control Act still mandates Building Plan approval before commencement of any structural works.
