Under Singapore's Building Control Act, most structural works require a registered Professional Engineer (Civil) to sign off the plans, calculations, and methodology before BCA will approve them. A PE endorsement is a registered Professional Engineer's formal sign-off on the structural design, calculations, and submission documents for a building project. It is a legal declaration under the Professional Engineers Act that the design complies with all applicable Singapore codes and is fit for construction.
In Singapore, the Professional Engineer is formally appointed under Section 9 of the Building Control Act as the Qualified Person — Structural (QP-S). The QP-S takes legal responsibility for:
- Structural design integrity (gravity, wind, seismic, fire)
- Compliance with Eurocodes (SS EN 1990 through SS EN 1999) as adopted by Singapore
- BCA submission completeness — drawings, calculations, specifications
- Site supervision regime and inspection records (Section 12 BCA)
- Response to BCA queries and resubmissions
- Final structural sign-off for TOP and CSC
The endorsement carries the PE's practising certificate number, PEB registration number, and physical seal. CVC Engineers' QP-S is registered under PEB Reg No 5376.
When BCA requires PE endorsement:
- All new builds (residential, commercial, industrial)
- Additions & Alterations (A&A) affecting structure or footprint
- Demolition works (full or partial)
- Change of use that affects loading
- Mezzanine additions, basement extensions, roof conversions
- Façade modifications and curtain wall replacements
- Structural strengthening, underpinning, fibre-reinforced retrofit
- Temporary works (scaffolding, formwork, hoarding)
- Periodic Structural Inspection (PSI) for older buildings
When PE endorsement is not required: non-structural cosmetic works — repainting, replacement of fittings, internal partitions that don't affect loading, kitchen / bathroom fit-out without wall removal.
