PE Professional Engineer
A registered engineer authorised under the Professional Engineers Act of Singapore to endorse plans, calculations, and works in their discipline (Civil, Mechanical, Electrical, or Chemical). The PE's signature is legally binding and required for most building works in Singapore.
PEB Professional Engineers Board
The Singapore statutory body that registers and regulates Professional Engineers. CVC Engineers is registered under PEB Reg No 5376 in the Civil discipline. The PEB enforces the Code of Professional Conduct and Ethics for all registered PEs.
BCA Building & Construction Authority
The Singapore statutory authority responsible for regulating the construction industry under the Building Control Act. BCA approves Building Plans, issues Temporary Occupation Permits (TOP) and Certificates of Statutory Completion (CSC), and operates the CORENET-X submission platform.
BP Building Plan
The principal regulatory submission for any new build, A&A, or change of use in Singapore. The BP package includes architectural drawings, structural drawings, calculations, and PE endorsement. Lodged with BCA via CORENET (and CORENET-X from 1 October 2026 onwards).
ST Structural Plan

ERSS Earth Retaining & Stabilising Structure
Any temporary or permanent structure used to retain earth during excavation — sheet piles, soldier piles, secant pile walls, contiguous bored piles, diaphragm walls, soil nails. Requires PE endorsement under BCA's ERSS guidelines and is critical for basement excavation and deep foundation works.
QP Qualified Person
A registered Architect, Professional Engineer, or other qualified professional authorised under the Building Control Act to act as the principal signatory for a Building Plan submission. Most projects involve multiple QPs (e.g. QP-Architecture, QP-Structural, QP-M&E).
TOP Temporary Occupation Permit
BCA approval allowing a completed building to be occupied while final certifications (CSC) are being processed. Issued after construction is substantially complete and life-safety systems pass inspection.
CSC Certificate of Statutory Completion
The final BCA certification confirming a building is fully completed in accordance with approved plans and all regulatory requirements. Required before formal handover and lodgement of the as-built submission.
BCR Building Control Regulations
The subsidiary legislation under the Building Control Act setting out detailed technical requirements for design, construction, structural performance, fire safety, and submission procedures in Singapore.
COP Code of Practice
BCA-issued technical codes referenced under the Building Control Regulations — e.g. Code of Practice on Buildability, COP on Surveying, COP on Structural Use of Concrete. Compliance with the relevant COP is a baseline expectation for PE endorsement.
SS EN Singapore Standard / Eurocode

LTA Land Transport Authority

JTC Jurong Town Corporation
Industrial-estate landlord and regulator for JTC-managed developments — Tuas, Jurong Island, Tuas Mega Port, Woodlands North Coast. JTC has its own technical submission requirements alongside BCA approval.
QP-S QP (Structural)

What is PE endorsement and when do I need one?

A PE endorsement is a Professional Engineer's formal sign-off on your project's plans, calculations, or works. What is CORENET-X and does it apply to my project?

CORENET-X is BCA's next-generation digital submission platform. From 1 October 2026 all Building Plan submissions must go through it with BIM-based files, standardised digital signatures, and integrated checks across BCA, SCDF, NEA, URA, PUB. My building has unauthorised works. Can it be regularised?

In most cases, yes — if the works can be made to comply. Regularisation submits plans and calculations to BCA for retrospective approval. We've handled HDB, landed, condo, and commercial cases. Earlier you start, lower the enforcement risk. Costs typically SGD 3,000 – 20,000+.

Do I need a PE for a small renovation?

Not always. Repainting, fittings, non-structural partitions — no. But removing walls, extensions, footprint changes, anything affecting loading — almost certainly yes. When in doubt, ask.

What happens if I built without endorsement when one was required?

BCA can issue enforcement notices, demolition orders, and fines under the Building Control Act. The problem usually surfaces when a buyer's lawyer raises it. The safe path is regularisation — engage a PE early and clear the property's compliance status before it becomes a legal or financial issue.

Can you handle the entire BCA submission, not just endorsement?
