PSI is a physical inspection of the structural condition of a building by a registered Professional Engineer (Civil). The PE submits a structural condition report to BCA confirming the building is safe to occupy — or flagging defects that require attention.
PSI is mandated under Section 28 of the Building Control Act, with detailed inspection requirements set out in BCA's PSI Inspection Manual. Inspection frequency:
- Non-residential buildings — every 5 years (commercial, industrial, hospitality, education, healthcare)
- Residential buildings — every 10 years (HDB blocks, condos, landed)
- Heritage / conservation buildings — typically every 5 years regardless of use
- Buildings flagged at previous PSI — frequency may be shortened if defects were noted
The owner is the responsible person under the BC Act. BCA issues PSI notices ahead of due dates; failure to comply is an offence carrying fines up to SGD 50,000.
