Anything erected on site that exists only during construction — scaffolding to give workers access, formwork to hold wet concrete, hoarding to protect the public, gantries to span over roads, the very tall tower crane sitting on a tiny patch of ground.
Temporary structures are regulated separately from the permanent building. The chain of accountability runs through the Workplace Safety and Health Act (under MOM), the WSH (Construction) Regulations, and BCA's Technical Reference 3 (TR3) — Code of Practice on Falsework.
The triggers requiring PE endorsement:
- Scaffolding over 6m high, around any building, or on any public-facing facade
- Formwork & falsework for slabs, beams, and columns being cast in situ
- Hoarding at the boundary of any active site adjacent to a road or public way
- Gantry spanning over roads, MRT lines, or pedestrian routes
- Tower crane base design — including pile mat for crawler and mobile cranes
- Pile mat / working platform for piling rig support
- Event & stage structures for outdoor events, festivals, conferences
- Loading platform and material hoist platforms
The standards CVC Engineers designs to:

The PE endorsement is required at the design stage, but inspection records are kept throughout construction. CVC also handles modifications mid-project — when the contractor changes scope and the original endorsement no longer covers it.
